Similarly, if you want to develop your land located in an urban area in any other county, you will be required to obtain approval from the planning department in the respective county.

Let me break it down,
You see before you put up any development on your land located within an urban area, say you want to put up a flat/house in Umoja or Karen (examples) you are required by law to obtain an approval of the development from the city county of Nairobi

The approval in this case is granted by the planner working in the City County planning department.

Article 60 of the Constitution of Kenya provides that Land be held be held, used and managed in a manner that is equitable, efficient, productive and sustainable, and in accordance with the following principles of Land Policy

Planning in Kenya is enshrined in the Constitution which allows regulation of land for the following purposes; Public order, Public morality, Public health

What does an urban planner do? One asks.
To break it down, ever wondered why the residential areas, commercial areas, roads, schools, hospitals, powerlines and other infrastructure facilities are located where they are and not anywhere else?

Don't get me wrong the planner does not just wake up and decide the best location for the different land uses.
He does his job guided by strict principles, policies, laws, guidelines and statutes.

It is the urban planners job to decide the best citings/location for these users within an urban area.
