We know fire wyrms lived beneath the Fourteen Flames long before the Doom. We also know dragons are heavily implied to be the result of Valyrian blood magic, even if George has never explained exactly how

If dragons were created using creatures like wyverns and fire wyrms, then it’s possible their ancient relatives still survived beneath Valyria after the Freehold fell.
So when Balerion returned to the ruins with Aerea, I don’t think he found another dragon
I think he found the fire wyrms.
