Ett verkligt civilsamhälle är just det: civilt. Det står utanför staten, finansieras av medlemmar, givare och frivilligt engagemang – inte via regleringsbrev och bidragsansökningar. Det kan därför också kritisera makten utan att riskera sin existens. Något sådant finns inte i Sverige.
