“Alligator Alcatraz” was initially funded by Florida’s state budget. Florida might seek reimbursement from FEMA - which would come from FEMA’s SSP.

FEMA’s Shelter and Services Program (SSP): is a federal grant program used to provide funding for non-federal entities, such as local governments and nonprofit organizations, to support migrants with shelter, food, transportation, and other services after they are released from CBP custody. SSP is funded by CBP which is separate from ICE.
DHS confirmed SSP’s $625 million budget - COULD - cover costs for facilities like Alligator Alcatraz, as it falls under “shelter” services for migrants. However, a DHS court filing on July 3, 2025, clarified that Florida had not yet applied for or received SSP funds for the facility.

FEMA’s Disaster Relief Fund (DRF):
is used for natural disaster response, i.e. flooding, tornadoes, hurricanes and is legally restricted to Stafford Act purposes.
