It's called the Family Assistance Reintegration Program. It's real. It's happening right now to unaccompanied kids in U.S. custody - kids as young as 14, alone, no parent, no guardian, expected to weigh a life-altering legal decision that trained attorneys spend years learning to navigate.

Here's the part that should stop you cold: kids from Mexico don't qualify for this offer.

On paper, the law treats Mexico and Canada the same - both called "contiguous countries," both subject to fast-track screening by a border agent instead of a hearing before a judge. In practice, this rule is about Mexico. Canadian kids barely show up in these numbers - we're talking a few hundred a year. Mexican kids number in the tens of thousands.

And the screening itself has been flagged as broken for over a decade. Government watchdogs found border agents were sending Mexican kids back without documenting whether it was even safe to do so - no lawyer, no judge, just an agent's decision, made in under 48 hours, often with a scared, exhausted kid who doesn't fully understand what they're being asked.

This new $2,500 program is built for the kids who do get a hearing - the ones from Guatemala, Honduras, El Salvador. Mexican kids don't get offered this money because they were never in line for a hearing to give up in the first place.

After the account was closed, a disability payment from the federal government posted and Citibank won’t release the funds.

The person on the phone is 4 supervisors deep in the compliance department and admits that they know it is against the law to withhold the funds because they are protected but finally states that the bank is making them do it. Is this really how Citibank treats American veterans? It sounds like the family is prepared to do whatever it takes as this is their only source of income.
