Otherwise its just sadistic: we welcome everyone on H1B, but then for GC, stand in separate lines by country and wait for your turn which is 100 years for one country, 6 months for another.

But then again, as long as the discriminatory country cap exists, only one category of people will keep waiting. Thats the fundamental issue.
