Timofey Bordachev: Here’s why building a new world order to break Western hegemony won’t be an easy task

Even if Russia succeeds in Ukraine, it would be somewhat naive to expect our adversaries to change their view of the world.

The axiom of Western foreign policy logic is the fundamental impossibility of a just international order. This conclusion was not drawn by our adversaries out of thin air, and not simply out of a desire to provide an ideological basis for a world order that serves only their interests. It has emerged in the course of the historical process, on the basis of the huge experience of the history of inter-state relations in Europe – perhaps the richest if we are talking about such a geographically localized part of humanity. Several millennia of tumultuous social interaction and inter-state clashes have formed the basis of the political culture of the powers with which Russia has historically been in a state of confrontation.

The reason for this entrenched injustice, as all Western science and civilization assures us, is that the balance of power between states is linked to objective factors of a geopolitical nature and will therefore always remain the cause of its inequality. It is impossible to solve this problem, and at best we can talk about reducing its negative impact on global security. This logic seems quite reasonable. Especially since the middle of the last century, it has been reinforced by the factor of nuclear weapons, the possession of huge arsenals of which puts some powers in an inherently superior position. Now international politics is entering a new phase of development, but the nuclear factor remains central to the survival of the great powers.

Moreover, the last 500 years of world political history have indeed been marked by the total power dominance of the West. This has allowed its leading powers to shape the basis of international law and the rules of the game, which since the mid-19th century have been imposed on the entire world. As Henry Kissinger, who recently celebrated his 100th birthday, has noted: “The genius of the Westphalian system and the reason it spread across the world was that its provisions were procedural, not substantive.”

So, the modern international order is based on a procedure created by the countries of the West, and the central idea underlying this procedure is the inherent injustice of international politics.

The creation of numerous international institutions in the last century has not changed anything in this respect. As is well known, they were also created on the basis of the balance of power between states and, in this sense, had no effect whatsoever on the continuation of the policy of arbitrariness pursued in past centuries by the strong against the weak. Nor does the UN, which we love because of the exclusive formal rights granted to Russia, represent a revolutionary solution that would remove injustice from world politics. In its present form, it is the product of Western intellectual endeavor, which has allowed it to maintain its dominance even as Russia has emerged from the Second World War and after the re-emergence of China. As for all other relatively large international organizations, they are tools in the hands of those with the most serious power capabilities.

Vanochtend vroeg, nog voor de meeste mensen goed en wel wakker waren, stond de politie in groten getale voor de deuren van het zogenoemde Ukraine-Haus in Winterhude. Rond zes uur rukten ongeveer tweehonderd agenten uit, inclusief hondenbrigades en speciale eenheden, en sloten de grote asielopvang hermetisch af.

De actie draaide vooral om vermoedens van grootschalig misbruik van sociale uitkeringen.

De operatie werd geleid door de Bundesagentur für Arbeit, het Duitse arbeidsbureau, in samenwerking met andere instanties. Bewoners moesten hun paspoorten tonen terwijl agenten controleerden of de bijna duizend geregistreerde personen ook echt aanwezig waren. Vooral valse Oekraïense identiteiten en onterecht ontvangen Bürgergeld (de Duitse basisuitkering) stonden centraal.

Dit soort grootschalige controles komt niet uit de lucht vallen. Al maanden groeit de onrust in Duitsland over misbruik van het sociale stelsel door asielzoekers en migranten. Het Ukraine-Haus gold al langer als een aandachtspunt. Officieel gaat het om Oekraïense vluchtelingen uit de oorlog, maar volgens onderzoekers klopt niet bij iedereen de papieren.

Gefalsificeerde documenten en uitkeringen die naar niet-berechtigden gaan, kosten de schatkist handenvol geld.

De politie spreekt voorlopig van een “bestuurlijke controle” en heeft nog geen concrete arrestaties of bedragen naar buiten gebracht. Maar de omvang van de actie – twee volledige pelotons politie – laat zien dat de autoriteiten het probleem serieus nemen.

Alice Weidel reageert

Kort na het begin van de inval mengde AfD-leidster Alice Weidel zich in het debat via X. Ze schreef: “Razzia met 200 politiemensen in een Hamburgse asielopvang vanwege sociale fraude en valse Oekraïense identiteiten. De door de gevestigde partijen geïmporteerde misbruik van uitkeringen ruïneert ons land. De AfD zal hier een einde aan maken en alle pull-factoren uitschakelen.”

Weidel en haar partij gebruiken deze incidenten steevast om hun standpunt te herhalen: strenger controleren, uitkeringen beperken voor niet-Duitsers en minder immigratie. Een terechte wake-up call, feit is dat veel Duitsers het thema sociaal misbruik zat zijn en dat de frustratie toeneemt.

Reacties van de andere kant

Vanuit linkse hoek en bij de regeringspartijen klinkt vooral voorzichtigheid. Men spreekt van “mogelijke individuele gevallen” en waarschuwt voor stigmatisering. Tegelijkertijd erkennen zelfs kwaliteitskranten en lokale media zoals NDR dat de controles op asielaanvragen en uitkeringen jarenlang te soepel zijn geweest. De Innenministerkonferenz besloot onlangs nog om georganiseerde fraudebanden harder aan te pakken.

Of deze ochtendactie in Hamburg echt grote fraude aan het licht brengt, moeten we afwachten. Voor veel mensen is het vooral een teken dat het systeem kraakt. Als er in één opvang honderden bedden en uitkeringen worden betaald terwijl niet iedereen er daadwerkelijk woont of de juiste identiteit heeft, dan is er duidelijk iets mis.

De komende dagen zal deze inval ongetwijfeld nog veel stof doen opwaaien. De vraag is of er nu echt beleidsveranderingen komen in de asiel- en uitkeringsregels, of dat het bij een eenmalige showactie blijft.

Tjah, het is een combinatie van mensen die binnen komen en de zorg voor nop krijgen waar wij dan voor opdraaien die wel moeten betalen, en geld ontwaarding (vaak genoemd als inflatie) tezamen met steeds hoger winstbejag omdat aandeelhouders elk kwartaal en jaar betere cijfers willen zien.
Kapitalisme en marktwerking in de zorg werkt niet! Want bedrijven kunnen alleen steeds hogere winsten draaien door ziekte behoud en nieuwe ziekte aanmaak. Waarbij patenten op medicatie worden gebruikt om medicatie als alleen aanbieder duur aan te kunnen bieden.

De pharma industrie zou eigenlijk van fabrikant tot aan de patient nutsbedrijven moeten zijn. Tevens moet medicatie nationaal worden gefabriceerd om leveringszekerheid te garanderen.
