In light of the declassified evidence that China accessed U.S. voter registration data from multiple states in 2020, one under-discussed development stands out: In 2021, NGP VAN the dominant platform managing detailed voter files for the Democratic National Committee, state parties, and campaigns was acquired by Apax Partners, a UK-based global private equity firm.

Apax maintains investments with exposure to China-related sectors and draws capital from sovereign wealth funds and global institutions.

While there is no evidence of direct Chinese state ownership or control of the platform or data, this introduces foreign private equity ownership into a core piece of one major party’s voter data infrastructure at a time when adversaries have already demonstrated interest in this category of information.

The combination raises legitimate questions about data security standards, governance, and foreign capital exposure in systems that hold politically sensitive voter information at national scale.

This feels like something we should be discussing.
