Several people mentioned they had success via laptop, not phone. Not sure if this is true, but I decided to try it and was able to finally login and certify via laptop.

@LindaRValentino I was finally able to certify at ~3:30. Update! I was finally able certify online. In case it helps: Used Chrome from laptop, able to login with old PW, identify verified with codes sent to email and then text, then set up new security question. Fingers crossed for you!
