@figma Depends on how it is identified. Is it in a nav? Also I use a keyboard alone due to motor issues. So I expect that whatever appears on hover will also appear on keyboard focus.

The Canadian Congress on Disability Inclusion registration website is inaccessible. They are using an overlay. There are automated and manual accessibility issues that are easily detectable.
