Just watching a 1992 episode of Taggart - subject ‘are women safe on our streets’ a journalist questions the police about a series of attacks and murders of women and suggests men need to change the way they see women - nearly 30yrs ago!!!

@TheRegencyCook I don’t know how extensive Plymouth library archives are but you may find historical street maps and they could have digitised local newspapers which are fascinating glimpses into the lives of our ancestors. Apologies if you have already thought of this.
