The world should take this as a resounding "yes." When even an established war criminal and pathological liar like Trump *refuses* to clearly say that something—in his view—*isn't* a war crime, it's the strongest imaginable sign that he's quite certain it is and has been told so.
When Trump said “I’m not going to start a war,” many Americans believed that promise - and voted for him.
When he said his Iran war would be over in a few weeks, many believed that too.
