NITDA Signs National Sovereign Cloud Initiative Documents to Strengthen Nigeria’s Digital Sovereignty

The National Information Technology Development Agency (NITDA) has signed National Sovereign Cloud Initiative (NSCI) documents, marking a major milestone in Nigeria’s digital transformation journey.

The three landmark regulatory instruments signed are: the National Cloud Computing Guideline; the National Cloud Technical Guideline; and the National Digital Infrastructure Assurance Framework (NDIAF), alongside the presentation of the National Cloud Investment Strategy.

The initiative establishes a comprehensive national framework for trusted cloud adoption, digital sovereignty, digital infrastructure assurance, and cloud investment. It is designed to position Nigeria as a leading regional hub for cloud services, data centres, artificial intelligence infrastructure, sovereign compute, and other critical digital infrastructure.

Speaking at the ceremony, the Director General of NITDA, Kashifu Inuwa Abdullahi, CCIE, described cloud infrastructure as strategic national infrastructure that powers digital government, financial services, artificial intelligence, digital public infrastructure, innovation, digital trade, and national economic resilience. He noted that the signing marks Nigeria’s transition from policy development to implementation, providing the regulatory certainty, technical standards, and assurance framework required to build a trusted cloud ecosystem that safeguards the nation’s digital sovereignty while unlocking new opportunities for investment, innovation, and sustainable economic growth.

The implementation phase will commence immediately through a phased approach. NITDA will establish the Sovereign Cloud Governance Committee to provide strategic oversight and, by October 2026, operationalise a national digital regulatory platform for onboarding, assessment, certification, and regulation of cloud and digital infrastructure providers across Nigeria.

Speaking on behalf of the Governor of the Central Bank of Nigeria (CBN), Olayemi Cardoso, Dr. Rakiya Opemi Yusuf, Director of the Payment System Supervision Department, said financial stability now extends beyond traditional banking to include mobile payments, electronic transfers, POS transactions, and fintech services.

She noted that the CBN’s Data Localisation Circular is aimed at protecting financial data within Nigeria and strengthening systemic resilience. According to her, NITDA’s assurance framework complements the Bank’s regulatory measures by enhancing digital infrastructure security, while implementation guidelines are being finalised to support compliance across the financial sector.

The event was attended by the Permanent Secretary of the Federal Ministry of Communications, Innovation and Digital Economy, Engr. Nadungu Gagare, FNSE; Managing Director of Galaxy Backbone, Professor Ibrahim Adepoju Adeyanju; Ikechukwu Nnamani, Chairman of the NCSI and CEO Medallion Data Centres Limited, and other key stakeholders from government, industry, academia, development partners, and the private sector.
