There is a little thing in the constitution that requires the president and through him the executive branch, to “take care that the laws be faithfully executed“. This seems to be at odds with what Fincen announced. In a dictatorship, the dictator often decides to ignore or overturn laws passed by a legislature. But that is not supposed to happen here.
