Debounce on the react render first to prevent overloading the api. Will reconsider the most efficient performance; is it limiting or deboubce api call or directly debounce the render?

Building continues for my Transactions Dashboard with react-rails + typescript + redux. Fixed react bug and built rails api and active record for transactions controller.

Will finish with SQLite first then consider change to either MYSQL or Postgresql
