For those that keep saying "fuel":

You put a maximum cap of SC laps that can be added.

So even if there's 10 total laps under SC and cars only have extra fuel for 6 or 7 extra laps, you put a cap of 5.

Which means a GP like today's will finish with 5 full laps no matter what.
