That's exactly what confuses me. FIFA's own regulations prohibit political messages at its competitions, so whether the tournament is being hosted in the USA or anywhere else shouldn't change how those rules are applied. A government official can express support for the players' right to free speech under U.S. law, but it's still FIFA's competition and FIFA's regulations that govern player conduct. If the rules are going to mean anything, they need to be applied consistently to every team
