The EFF has a clear vision for local government.
Municipalities must no longer be passive administrators of decay, but active engines of economic freedom, dignity, and transformation.
For too long, municipalities under the ANC and DA have been reduced to narrow service-delivery machines, expected to perform miracles in communities stripped of revenue and investments.
In rural and impoverished areas, where residents are too poor to sustain meaningful revenue collection, this model has failed. The consequence of which are collapsing local economies, weak municipalities, and communities trapped in poverty.
The EFF rejects this failure.
We believe local government must do more than collect refuse and fix potholes.
Municipalities must reorganise the economic life of each locality in the interests of the people. That means using municipalities as tools of development, job creation, land justice, and industrial growth. It means shifting local government from a site of administration to a site of economic transformation and development.
At the heart of this vision is a radical but practical truth. Land is the foundation of local economic power.
Land-based development can serve as a growth engine through the controlled release of state-owned land and its conversion for urban and industrial use. Urban expansion can stimulate demand and support growth as rural enclaves evolve into revenue-generating developments.
Municipalities under the EFF will not be treating land as a commodity to be sold off to the highest bidder, instead it will be used to strategically open space for agriculture, urban housing, business, and industry.
Abandoned land and buildings will be expropriated, and local economies must be rebuilt through deliberate exploitation of these available assets.
The EFF also understands that no municipality can transform without expansion of quality infrastructure. Roads, water systems, sanitation, electricity, and industrial support systems are not luxuries but the backbone of economic activity.
That is why EFF municipalities must build strong Treasury capacity and use every financial instrument available, including municipal bonds, to fund economic development and infrastructure expansion.
The EFF approach to local government says that municipalities must serve the people, support local businesses, empower workers, and build self-reliant communities.
Our task is not to manage underdevelopment, but to end it, and usher economic freedom.
