Nationwide sources say the charge was laid moments ago.
The charge is consistent with a recommendation by the Office of the Director of Public Prosecutions.
The fatal shooting occurred on Sunday May 17.
The incident was captured on video and widely shared on social media.

🔘 Eight in quarantine following travel to Ebola-affected countries
Jamaica's Health Ministry says eight people with a travel history to Ebola-affected countries are now under mandatory self quarantine. According to the ministry, the eight people are being monitored by its health departments.
▫️The ministry says the eight passengers with a travel history to affected countries arrived on several flights into Jamaica.
▫️None of the passengers showed symptoms associated with Ebola. As a result, the ministry said transmission is not likely, and therefore there is no risk to the other passengers on these flights.
▫️Ebola is a rare, severe and often fatal illness caused by a group of viruses that damage blood vessels and vital organs.
▫️According to the World Health Organization (WHO), people can get Ebola through contact with the body fluids of an infected or dead person. A person is only contagious once they begin showing symptoms of the disease. You cannot get Ebola from simply being near someone or passing them in public spaces.
▫️The WHO is currently tracking an Ebola outbreak in the Democratic Republic of Congo and Uganda.
