Sen. Panfilo “Ping” Lacson questioned Public Works Secretary Vince Dizon over a DPWH finding that geotagged photos submitted for a Taguig project contained coordinates allegedly located about 600 kilometers away in Leyte.
Lacson said the discrepancy raises concerns about a possible “ghost project,” despite Dizon’s earlier statement that there are no ghost projects in Taguig. He also noted that the project was reportedly awarded to St. Timothy Construction Corp, a firm owned by contractor couple Curlee and Sarah Discaya.

Kinuwestiyon kasi ng senador ang billing report ng naturang proyekto, na makikita umano sa Leyte imbes na sa Taguig kung pagbabasehan ang nilagay na coordinates.
Nadiskubre rin ni Lacson na ang kumpanyang St. Timothy ng mga Discaya ang contractor umano ng naturang project.
In his interjection, Senator-judge Raffy Tulfo says VP Sara Duterte is in a “Catch-22 scenario” with the allegations against companies in which she allegedly had business interests.
“Kasi kapag hindi niya dineclare… that’s culpable violation of the constitution. Kapag dineclare niya na nagmamay-ari siya ng kompanya, that’s a violation… dahil bawal sa isang VP na magmay-ari ng isang kompanya,” he says.
He then poses the question of whether none of Duterte and husband Manases Carpio’s lawyers thought to advise her to divest since she took office.
“It doesn’t make sense at all,” he says.
In relation to Tulfo’s manifestation, presiding officer Francis Escudero asks SEC director Gerardo del Rosario whether the constitution has provisions barring the President and Vice President from owning corporations.
Del Rosario answers that there is none, and that the SEC is not mandated to report public officials owning companies. #VPOnTrial

TULFO: ABOGADO SI VP, SI MANS CARPIO...WALA MAN LANG NAG-ADVISE NA BAWAL ’YUN?
WATCH: Senator-judge Raffy Tulfo calls it "mind-boggling" that Vice President Sara Duterte, herself a lawyer and married to lawyer Manases “Mans” Carpio, was apparently not advised to divest from her business interests after assuming office in 2022.
Tulfo argues that Duterte faced a “catch-22”: failing to declare the companies could raise questions about nondisclosure, while declaring them could indicate a possible violation of the Constitution.
“Wala man lang niisa sa kanila ang nakapag-advise sa kanya na, ‘VP, kailangan mong mag-divest kasi bawal ’yan,’” Tulfo said. “It’s mind-boggling for me. It doesn’t make sense at all.”

Ipinagtataka ni Senator-Judge Raffy Tulfo kung bakit wala man lang umanong nagpayo kay Vice Pres. Sara Duterte na kailangan niyang mag-divest sa kanyang business interests nang maupo bilang Bise Presidente.
"Wala man lang ni isang brillant lawyers sa team ni VP Sara para makapag-advice sa kaniya na bawal 'yan. Kahit hindi kumikita 'yung business na 'yan, bawal pa rin 'yan sa Constitution," saad ng senador.
