Станом на цей час відомо про чотирьох загиблих людей внаслідок російського удару дроном по офісній будівлі в Києві. Мої співчуття рідним та близьким. Ще семеро людей поранені, і серед них дитина. Дякую всім нашим екстреним службам, які завжди оперативно допомагають людям після російських атак.

Були сьогодні також удари дронами по складу, що використовується Макдональдзом. Ударний дрон проти звичайних продуктів. Росіяни постійно розширюють свою ескалаційну операцію: американський та інший бізнес, датацентри, провайдери інтернету – все звичайне життя для Росії просто мішень. Все це бʼє по можливостях людей бути на звʼязку, навчатися, працювати.

Важливо, щоб відповідь світу на все це була і щоб Росія відчувала відповіді на свій терор. Наша далекобійність і санкції світу повинні обʼєднано працювати саме на це – на конкретні наслідки для Росії.

As of now, four people have already been reported killed as a result of a Russian drone strike on an office building in Kyiv. My condolences to their families and loved ones… Seven more people were injured, including a child. I thank all of our emergency services, which always respond quickly to help people after Russian attacks.

There were also drone strikes today on a warehouse used by McDonald’s. An attack drone – against ordinary food products… The Russians are constantly expanding their escalation operation: American and other businesses, data centers, internet providers – for Russia, ordinary life in and of itself is simply a target. All of this undermines people’s ability to stay connected, study, and work.

It is important that the world responds to all of this and that Russia feels the response to its terror. Our long-range capabilities and the world’s sanctions must work in concert toward exactly that – concrete consequences for Russia.

President Trump and I had a meeting where we discussed general matters. After that, our negotiating teams held a separate, long meeting. The agreement is as follows: we will brief the European side and discuss these details with them; the Americans will speak with the Russians; and in ten days, we will come back with views and results in some shape or form.

As for a trilateral Ukraine-U.S.-Russia meeting, the American side proposed preparing it and meeting at the technical level. We are waiting for the United States to propose a date. The United States proposed the United Arab Emirates as the venue for such a meeting.

There are concrete agreements regarding Patriot licenses. At our meeting, President Trump stressed that he had made his final decision: Ukraine will receive licenses to produce Patriot missiles.

Russia’s behavior, their choice, is to continue escalating. Russia will continue hybrid attacks against various countries in Europe, not only NATO members. There are hybrid attacks and drone attacks against Moldova, which is not a member of NATO or the European Union, as well as against Germany and Romania.

We have offered our help to various countries, first and foremost to those that are helping us during the war. When we sign a Drone Deal, it is not only about selling drones or missiles. It is also about co-production and sharing experience. And this is an integral part of that exchange of experience.

As for the $27 billion state budget deficit, most of this money is for our drones, missiles, and supplies for our warriors. A third of this funding is for drones for January, February, and March 2027. And if we do not order and pay for them in October and November, we will face serious challenges.

We discussed this in detail with President of the European Commission Ursula von der Leyen and IMF Managing Director Kristalina Georgieva – what programs could be available and how to help Ukraine. The response has been positive and constructive. Everyone understands that covering this deficit is very important. Everyone understands that Ukraine cannot be left on its own and that more must be invested in Ukrainian-made drones and missiles, because most of this deficit is precisely the funding needed for weapons. Everyone understands how difficult it is to get through this period amid constant strikes. Ukraine will not be left alone. The EU supports us, and the IMF will continue its programs. I received a positive response from our partners. I am grateful to them.

I have handed this entire framework over to the Prime Minister of Ukraine. Together with the Minister of Finance and the Head of the Foreign Intelligence Service, he will work through all the details, because some of this funding could come through the Drone Deal format. After that, a meeting will take place either in Ukraine or in Brussels in the near future.

Every day, we respond to the aggressor for its terror against our people and our country. There are new results from our warriors’ long-range responses. Last night, the Ilsky Oil Refinery in the Krasnodar region was hit. Our long-range capabilities were also effective in the Rostov region: a plant supplying the occupiers with components for missiles and artillery, as well as a Pantsir-S2 system, was struck. Our sanctions were also applied to logistics facilities supporting this war. There were also results in the Black Sea.

I thank the warriors of the Security Service of Ukraine, the Defense Forces of Ukraine, and the Ukrainian Navy for their precision. I’m grateful to everyone who responds to Russia’s strikes on our people and takes this war back to where it came from.

Важливо, щоб партнери не забували, що російська ескалація відбувається кожного дня. Якщо росіяни обрали для себе робити удари ще більш жорстокими, світ має обрати для себе сильніші відповіді, щоб війна не поширювалася далі. Ми просимо Президента Трампа реалізувати закон Ліндсі Грема щодо Росії та всіх, хто підтримує її війну фінансово. Fourteen people were injured in Russian attacks last night alone. There were numerous strikes on residential homes in Kyiv, Zaporizhzhia, and the Odesa, Sumy, and Kharkiv regions. Sadly, two people were killed in Zaporizhzhia. My condolences to their families and loved ones. Civilian infrastructure was also damaged: a kindergarten in Kyiv, a lyceum in the Kyiv region, a university in Kharkiv, and energy infrastructure in the Poltava, Mykolaiv, and Vinnytsia regions.

It is essential that our partners not forget: Russia is escalating every single day. If the Russians have chosen to make their strikes even more brutal, the world must choose stronger responses to keep the war from spreading further. We ask President Trump to implement the Lindsey Graham Act against Russia and everyone who props up its war financially. We ask Presidents António Costa and Ursula von der Leyen to impose additional European sanctions. We ask all leaders not to remove Russian oligarchs from existing sanctions lists and to continue restricting all trade with the terrorists until Russia stops the war. It is this way – through our joint efforts every day – that peace must be brought closer.

Ending Russia’s war is about finally slowing down the rapid development of weapons for killing – a process that has continued throughout this war and has already become a global threat.

And we need to slow it down before we reach the next stage.
