Its been Bungie's goal for a while now to use minimum resources on D2 while only supporting content for the game that brings in revenue so they can fund Marathon and their other ventures.

I’ve recorded over 40 hours of Aion, 25 of Allods Online, 30 of Fiesta Online, and 20 of Black Desert each in the last 3 weeks (totaling over 100hrs of recording,) and I cannot stress enough how bored I’ve been.
