After six months of intense negotiations, 193 UN Member States have unanimously agreed to establish two transformative institutions:
🔹 An Independent Scientific Panel on AI – to provide evidence-based assessments, synthesizing research on AI’s opportunities, risks, and impacts.
🔹 A Global Dialogue on AI Governance – to serve as a platform for stakeholders to strengthen international cooperation and trust in this critical space.
These two institutions are designed to be mutually reinforcing: science guiding dialogue, and dialogue amplifying evidence into global cooperation. Their establishment by consensus underscores the urgency of building trustworthy, inclusive, and sustainable AI governance – even amid difficult geopolitical currents and funding realities.
👏 Congratulations to the UN High-Level Advisory Body on AI for evolving these two initiatives, and deep gratitude to our Mission in New York – especially Tony Oweke – for his outstanding leadership in steering negotiations.
🇰🇪 Kenya had the privilege of representing the Group of 77 and China (134 developing countries), with a mandate to:
• Provide the initial institutional designs for both mechanisms,
• Build consensus within the G77, and
• Negotiate our position with the wider UN membership.
This milestone represents not just institutional innovation, but also the shared belief that AI governance must be grounded in science, cooperation, and solidarity.
