There are of course different ethnicities in countries, the point is in English you either use two words (Korean American) or one word that doesn't tell you which one it is

Like казах ethnicity and казахстанец like nationality, or еврей ethnicity (jew) and израильтянин nationality, or русский and россиянин for Russia. Passports had ethnicity in them because everyone had the same nationality

For example there are different words that mean someone who is ethnically Kazah and Kazah by citizenship, and the same goes for most countries. So you can tell who is who by what category, but English doesn't have such difference very often
