Electric assist is limited to 15.5, but there are LOADS of illegal bikes around that do more.
Legally they are motorcycles.

@parksmotorgroup one of your vans was driving along Queens Drive in Kilmarnock 20 minutes ago and nearly knocked a cyclist off. Another motorist berated him, as well as the cyclist. Box style van. Might want to have a word before he kills someone.
