Operation Popeye, run from 1967 to 1972, used cloud seeding to extend monsoon seasons, flood terrain, and disrupt enemy supply lines. The goal was simple: weaponize weather to create chaos and strategic advantage. The government later admitted it happened.

His argument is blunt:
If intelligence agencies could deliberately alter weather over 50 years ago, with primitive technology… what are they capable of now?

He says the bigger question isn’t can the government influence the weather - they already proved they can.
The real question is why a massive, nationwide winter storm benefits the system: nonstop emergency coverage, public distraction, chaos, and zero focus on deeper political or economic issues.
