VAR officials are instructed not to use slow-motion or frozen stills to judge intensity or intent. It looked like that happened in the Balogun incident from the video seen on broadcast.

Educated guess is that led to FIFA's decision here.

Things I have learned from this experience. @petsmart is making bank off of people that don't have their app to see the price differences. Also, I'm never going to go "shopping" at their brick n mortar stores again.. No more impulse buys now.

Let me tell you about @PetSmart ...
Go into their store for an item. Scan it with their app to see if there are any rewards I need to activate before purchasing. Noticed the price was different when scanned versus the shelf.

I scanned the item with the @petsmart app and showed the price. They then proceed to ask for my phone and started scrolling through the page to make sure it wasn't online only..
