hook-repro is now public: reproducible builds for Xahau C Hooks.

Build a hook in a pinned, offline toolchain, then check that the bytes installed on-ledger match the source, from two independent nodes.

Worked example: @ekiserrepe's ClaimReward hook reproduces byte for byte.
