If you read it from beginning to end, he starts with power and the difference that led to goku being stronger.

It means that Goku's method led him to being stronger than him. Which is why he says hes number 1

In the end, it was Goku using Earth's power that finished it. Earth energy teleporting was a hat-pull. I think they just wanted to end the series without Gohan controversy.

@GalacticMj Vegeta knew about SSJ3 in the afterlife, and 'gotenks.' He should know Gohan's battle, but yet he says only Goku can fight Buu.

So possibly cope from the Cell humiliation, hybrid saiyan bias, Goku rivalry obsession, Saiyan pride, etc.

If Goku wasn't stronger than him, he would not be thinking about the reasons why Goku is superior in power.

It goes back to power, but he accepts the why.

He called out Goku when he was transported to the battle

The real reason I believe is Vegeta's humilation from Cell saga and that Goku is a full Saiyan that can carry his 'saiyan pride'
