Two days ago, the CBN under Cordoso took the bold step of revising the Regulatory and Supervisory guidelines for Bureau De Change operations in Nigeria. The move has sparked arguments with some people claiming the new rules are aimed at throwing northerners off the market, but I find that absurd.
The guidelines aim to regulate all aspects of BDC operations from licensing, governance, sources of funds, forex transactions, reporting, supervision etc in line with Central Bank objectives. What sparked the arguments? Tier 1 BDCs require 2bn capital while Tier 2 require 500m. We have over 4000 licenses in existence thanks to the madness of Emefiele. This man allegedly gave licenses and allocations to his friends and also every Tom, Dick, & Harry to round-trip and make profits. You could literally go to his office for greetings and come out with a BDC license.
If not for the madness of this nation, how could you have over 4000 BDCs and expect things to go smoothly? With regard to the allegations that the government is targeting northerners, aren’t most of the northern BDC operators the same people involved in sabotaging our naira, currency racketeering and money laundering? These people wake up everyday and decide what the naira/$ rate would be for that day, without any economic activity driving it. Some of these guys were arrested by the EFCC and dollar rose by N200 the next day. A response to the government that “we can do what we want”.
I think it’s stupid to be defending these guys just because they are northerners or because you have friends in the business. We northerners don’t have any other currency but the naira and just because some greedy individuals amongst us are doing something bad doesn’t mean we should turn a blind eye. Defending them is no different from defending bandits just because they’re from the same region as us.
If what it takes for over 200 million Nigerians to have things easier is for a couple of thousands or all northern BDCs to go out of the business as some of you allege, then so be it. If you can’t meet up the requirements, you should go back to the farm. The ban on Binance has already contained and crashed the $, N1500+ now on Binance, and N1400 in Wapa Forex Market Kano, and we all know that we’d have been at N2300 to a $ by now if not for CBNs intervention. It’s all you need to know that the rise is artificial. That’s the wickedness of Nigerians. I believe this move will further crash the $ and make life easier for Nigerians.
