A new analysis found that the City of Ekurhuleni spent around R23 billion over 15 years on companies supplying chemical toilets instead of investing in permanent sanitation facilities. At least two people involved in investigating these contracts - auditor Mpho Mafole and bid adjudicator Simnikiwe Mapini - have been killed.
