LOOK: The floating structure later confirmed by authorities inside the lagoon of Bajo de Masinloc (Scarborough Shoal).

The structure was monitored during a Maritime Domain Awareness (MDA) flight conducted by the Bureau of Fisheries and Aquatic Resources (BFAR) on May 26, 2026.

PCG Spokesperson for the West Philippine Sea, Rear Admiral Jay Tarriela, said that two Chinese research vessels were monitored in the area before the movable structure was sighted.

The 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐅𝐨𝐫𝐞𝐢𝐠𝐧 𝐀𝐟𝐟𝐚𝐢𝐫𝐬 (𝐃𝐅𝐀) has undertaken “𝐝𝐢𝐩𝐥𝐨𝐦𝐚𝐭𝐢𝐜 𝐚𝐜𝐭𝐢𝐨𝐧” with the government of China over the presence of what Philippine authorities described as an “𝐢𝐥𝐥𝐞𝐠𝐚𝐥 𝐟𝐥𝐨𝐚𝐭𝐢𝐧𝐠 𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞” in Bajo de Masinloc.

Executive Secretary Ralph Recto declares he has no fault in the transfer of ₱89.9 billion in PhilHealth funds to the national treasury. But how can one claim innocence when millions of Filipinos are desperate for hospitalization, begging and borrowing money simply to survive?

Good faith cannot be invoked when the Supreme Court itself, on December 5, ruled that the transfer of ₱60 billion was unconstitutional. The law is clear: PhilHealth’s reserve funds exist to serve its members, not to be siphoned away.

This is not politics. The Ombudsman case was filed by doctors, health advocates, and civil society groups—citizens who understand that health is a right, not a privilege.

Recto says it is legal. The Supreme Court says otherwise. But beyond legality lies the deeper question: is it moral, is it ethical? The answer is a resounding no.

At the end of the day, this controversy reveals the painful truth: the Philippines is being led by officials who value money over lives, treasury balances over hospital beds, and self-interest over public service.

That is the saddest part. Public office should be about stewardship, compassion, and integrity.

Instead, what we see is betrayal of trust and abandonment of the people’s most urgent need—health.
