Require going forward anyone turning 18 to serve 2-3 years n some sort of public service to vote. Add a basic civics test, give those serving or who have served in the military an extra vote

1. Give married households with children and extra vote
2. From now on anyone turning 18 has to do some kind of public service in order to vote and or pass a basic civics examination
3. Anyone that serves in the military should get an extra vote
