ActionSA Slams Gauteng Health for Spending Over R612 Million on Foreign Medical Staff While Thousands of South African Doctors Remain Jobless
ActionSA has criticised the Gauteng Department of Health after a written reply by Gauteng Health and Wellness MEC Faith Mazibuko revealed the department has budgeted R612,719,892 for the salaries of foreign national healthcare professionals during the 2026/2027 financial year. The party says the spending comes while hundreds of qualified South African doctors and nurses remain unemployed despite ongoing staff shortages.
According to ActionSA Gauteng Health and Wellness spokesperson Emma More MPL, the department currently employs 551 foreign nationals, including 170 permanent and 186 temporary employees. Of those, 545 work in medical positions such as specialists, doctors, nurses and clinical technicians, while six occupy administrative support roles. The department also allocated R617,622,852 in 2025/2026 and R616,309,957 in 2024/2025 for foreign employees' compensation.
More said the spending contradicts claims that budget constraints prevent the employment of local healthcare professionals. She cited South African Medical Association Trade Union data indicating that about 1,480 of nearly 1,900 doctors who completed community service at the end of last year remained unemployed in early 2026. She argued that taxpayers fund medical training, yet many graduates are not absorbed into the public healthcare system.
ActionSA said it will request a phased plan showing how permanent positions occupied by foreign nationals will be prioritised for qualified South African doctors and nurses as contracts expire. The party also plans to seek an audit of all 551 foreign employee files through the Portfolio Committee and engage the Gauteng Provincial Treasury to review the R612 million compensation allocation and fund more local medical officer posts.
