"Do Carbon Offsets Offset Carbon?" has won the 2026 Best Paper Award for American Economic Journal: Applied Economics.
The answer is No. At least 52% of carbon offsets were allocated to projects that would have been built anyway.

(7/n) From January 1, 2026, the CBAM will be fully implemented. EU importers will be required to purchase and surrender CBAM certificates that correspond to the carbon #emissions associated with their imported goods. The CBAM is expected to expand to other industries over time.
(1/n) The carbon border adjustment mechanism (#CBAM) is a policy tool implemented by the EU. In our wp, we find that stock prices of EU importers of CBAM products respond negatively to the announcement of the CBAM. Link to paper 👇https://t.co/5e5ZgAbk7m
(6/n) The CBAM entered a transition phase on October 1, 2023. During this phase, importers of certain goods, such as #cement, #steel, #aluminum, #fertilizers, #electricity, and #hydrogen, are required to #report the embedded carbon emissions in these goods.

@pewresearch We exploit two exogenous shocks. (1) Following major natural disasters within the US, we find Democratic CEOs increase the specificity of the disclosures. (2) After the Paris Agreement withdrawal, Democratic CEOs increase the negative tone in their firms’ climate disclosures.
