She refused to stop for an unmarked truck... and it may have been the smartest decision she ever made.
William Hamilton, a township constable in Jefferson County, Arkansas, attempted to pull over a 25-year-old female driver for an alleged speeding violation near the town of Sherrill. Because Constable Hamilton was dressed in a casual t-shirt and jeans instead of a proper uniform, and was driving an older model pickup truck rather than a standard police cruiser, the driver feared he was not a legitimate law enforcement officer.
Instead of pulling over immediately, she activated her hazard lights, called 911 for assistance, and continued driving until she reached a well-lit, populated area. She ultimately stopped in a Dollar General parking lot in the town of England, located in Lonoke County—outside of Constable Hamilton's territorial jurisdiction.
Upon her stopping, officers from the England Police Department and a Lonoke County Sheriff's deputy arrived at the scene. Body camera footage captured a tense interaction where an agitated Constable Hamilton demanded the driver's license and registration, while the driver explained she was terrified because he lacked a uniform or official vehicle. The local officer had to physically separate Hamilton from the vehicle to de-escalate his aggressive behavior. After verifying Hamilton's identity through dispatch, the local officers collected the driver's information and allowed her to leave safely, validating her cautious approach as a reasonable safety measure given the risk of officer impersonation.
While Arkansas's "fresh pursuit" doctrine legally permitted Hamilton to complete a traffic stop across county lines if the violation originated in his jurisdiction, Arkansas law explicitly mandates that constables wear specific uniforms and drive clearly marked vehicles when performing official duties. Because Hamilton was in violation of these regulations and handled the encounter with a severe lack of scene control and professionalism, he faced intense community backlash. A few days later, Hamilton submitted his resignation to the Jefferson County Judge, announcing his retirement effective at the end of the year.
