Data centers don’t just follow power. They follow policy—and they move fast.

Arizona figured this out early.

In 2013, it launched a data center tax program offering state, county, and local sales/use tax exemptions on equipment. That helped turn metro Phoenix into one of North America’s fastest-growing hubs.

Today, it has the 2nd highest interconnection requests after Texas.

Now look at Colorado. Demand is surging, but the state is still debating its approach. Operators are already signaling they’ll invest elsewhere.
