Nintendo should've explained this better but I'm surprised people don't already know this by now:
With the Switch 1, Nintendo allowed developers multiple GB card sizes for developers to put their games on. Keep in mind, the higher the card size, the more expensive it'd be to physically produce the game.
With the Switch 2, Nintendo, for whatever reason, only allowed developers two options: 1 GB cards, or 32 GB cards. Thats it. So if you have a game that's 5 GB large, there is no option for you to choose other than the 32 GBs card if you want your game to have a physical release on the Switch 2.
This right here is why developers are choosing to opt for Game Key cards on the Switch 2 and releasing their full games on Switch 1 cards. Its because most developers aren't going to waste money putting their game on a 32 GB card when their own game isn't even close to being that big in size. That's why they're forced to go the Game Key Card route for Switch 2 games because its much cheaper to produce.
If you want to see the end of Game Key cards(like I do), take your frustrations to the right people: Nintendo. Because if they won't give these developers more GB card options to put their game on, this situation is not going to change.
