The federal law is Section 24220 of the 2021 Infrastructure Investment and Jobs Act (The HALT Drunk Driving Act provision)
It directs the National Highway Traffic Safety Administration to create a federal motor vehicle safety standard for “advanced drunk and impaired driving prevention technology” in all new passenger vehicles
If impairment is detected, the system must prevent or limit vehicle operation. Meaning refuse to start, reduce speed, or bring the car to a stop. This is the kill switch
Possible triggers include:
- Erratic steering or lane departures
- Eyes closed or looking away too long
- Detected alcohol via steering wheel sensors or cabin air
