#DatasetsForSFCs | Delivering the keynote address at the programme for the release of the Report on Datasets for State Finance Commissions, Dr. V. Anantha Nageswaran, Chief Economic Advisor to the Government of India, emphasized that the quality of governance experienced by citizens at the grassroots level is closely linked to the effectiveness of Panchayati Raj Institutions and the services they deliver.

Highlighting the importance of data-driven policymaking in strengthening fiscal decentralisation, he underscored the need for reliable, timely, and granular data to support evidence-based decision-making by State Finance Commissions. He noted that robust data systems are essential for assessing local needs, improving resource allocation, and enhancing the delivery of public services. Referring to the recommendations of the report, he stated that strengthening the information architecture for local governance would contribute significantly to empowered local self-government, improved ease of living, and more effective grassroots development.

#DatasetsForSFCs | 'राज्य वित्त आयोगों के लिए डेटासेट्स (Datasets for SFCs) पर रिपोर्ट के विमोचन के अवसर पर भारत सरकार के मुख्य आर्थिक सलाहकार डॉ. वी. अनंत नागेश्वरन ने इस बात पर बल दिया कि जमीनी स्तर पर सुशासन (Governance) की गुणवत्ता, पंचायती राज संस्थाओं की सक्रियता और उनके द्वारा प्रदान की जाने वाली सेवाओं पर निर्भर करती है।

राजकोषीय विकेंद्रीकरण को सुदृढ़ करने में डेटा-आधारित नीति-निर्माण की भूमिका को महत्वपूर्ण बताते हुए, उन्होंने राज्य वित्त आयोगों के लिए विश्वसनीय और सटीक डेटा की उपलब्धता को ��निवार्य बताया।

रिपोर्ट की अनुशंसाओं का संदर्भ देते हुए उन्होंने कहा कि स्थानीय शासन के सूचना तंत्र को सशक्त बनाने से न केवल स्थानीय स्वशासन को मजबूती मिलेगी, बल्कि इससे आम जनमानस के 'ईज ऑफ लिविंग' और जमीनी स्तर पर हो रहे विकास कार्यों में भी व्यापक सुधार आएगा।

The Report provides a structured framework for identifying and strengthening the data required by State Finance Commissions to assess the financial position of Panchayati Raj Institutions. It aims to improve the availability of reliable, standardised and granular datasets to support evidence-based fiscal planning and better resource allocation at the local level. The Report is expected to strengthen data systems for State Finance Commissions, State Governments and policymakers, thereby improving decision-making and enhancing fiscal decentralisation.

वित्तीय विकेंद्रीकरण के लिए साक्ष्य आधारित ढांचा | राज्य वित्त आयोगों के लिए डेटासेट

पंचायती राज मंत्रालय राज्य वित्त आयोगों के माध्यम से वित्तीय विकेंद्रीकरण को मजबूत करने और पंचायतों की भूमिका को सशक्त बनाने पर निरंतर कार्य कर रहा है। इसका उद्देश्य यह सुनिश्चित करना है कि पंचायतों से जुड़े वित्तीय निर्णय स्पष्ट, एकरूप और भरोसेमंद आंकड़ों ��र आधारित हों।

इसी क्रम में मंत्रालय 8 जून 2026 को नई दिल्ली में आयोजित एक समारोह में राज्य वित्त आयोगों के लिए डेटासेट पर गठित समिति की रिपोर्ट जारी करेगा। यह रिपोर्ट आयोगों के आकलन के लिए आवश्यक डेटासेट को ��िन्हित करती है और साक्ष्य आधारित वित्तीय हस्तांतरण के लिए डेटा व्यवस्था को सुदृढ़ करने पर केंद्रित है।

#DatasetsForSFCs | Dr. Manish Gupta, Member of the Committee on Datasets for SFCs & Associate Professor, NIPFP, highlighted the importance of State Finance Commissions as a cornerstone of India’s fiscal decentralisation framework, noting that they serve as a vital source of untied resources for local governments, particularly Panchayati Raj Institutions with limited revenue-raising capacity.

Drawing on the findings of the Committee on Datasets for State Finance Commissions, he highlighted several systemic challenges that hinder the effective functioning of SFCs, including fragmented data across departments, limited availability of Panchayat-level information, non-uniform accounting practices, inadequate function-wise and sector-wise data, and capacity constraints in data management and analysis. He noted that the Committee’s recommendations aim to address these gaps by strengthening data availability, standardisation, and institutional capacity, thereby enabling more robust fiscal analysis and improving the quality and timeliness of State Finance Commission recommendations.
