The Finance Minister’s response to my so-called ‘canards’ hinges on 5 dubious claims -

1. Merchant Discount Rate (MDR) applies only to merchants and not to customers

This is misleading. MDR is charged to merchants but it is inevitable that they pass transaction costs on to consumers through higher prices or differential pricing - just as they do with credit and debit card payments. Moreover, "merchants" include medium and small businesses, kirana stores, and even street vendors, the very backbone of UPI adoption.

2. It will support banks and fintechs to invest more in infrastructure, innovation, and security.

UPI was built as a public digital good, and the government has a responsibility to protect it. Zero MDR was critical to its success, enabling small shops and roadside vendors to make and receive payments without transaction charges.

Better alternatives are also on the table. The RBI has the capacity to support the UPI ecosystem without charging merchants or consumers. Why is this option not being considered?

3. The Steering Committee is yet to decide on MDR.

Policymaking is not just for the present but also for the future. The Bill removes the statutory guarantee of zero-MDR under Section 10A. It leaves future charges to government notification. Government assurances or tweets are no substitute for statutory safeguards, especially when earlier assurances on retaining zero-MDR are now being reversed.

4. The timing raises legitimate concerns.

The amendment comes shortly after the U.S. Trade Representative's 2026 National Trade Estimate Report criticised India's UPI and RuPay ecosystem, as well as Brazil's Pix, since they take up market share from Visa and MasterCard. While Brazil has continued to back Pix as a strategic public digital infrastructure, the Modi Government is now weakening statutory protections for UPI.

Google Pay and Walmart-controlled PhonePe together process over 80% of UPI transactions. At a time when foreign-controlled platforms already dominate the ecosystem, India should be strengthening and not weakening its public digital infrastructure.

5. This issue could have been discussed in Parliament.

The Parliament has been dysfunctional in this session entirely due to the Modi Government’s refusal to be accountable to Parliament. The Opposition’s demand for a statement by the Home Minister on the police brutality on students on June 20th has not been heeded. Attending Parliament and answering questions is not optional, it is part of a minister's constitutional responsibility. It is the Modi Government’s evasion of responsibility which has created this situation of chaos in the House and it is the Modi Government that exploited it to pass this Bill through a voice vote within minutes of its introduction in the Lok Sabha.

1. Depending on where your politics comes from you might see Jantar Mantar as a revolution, or as a passing sandstorm. My arguments won’t change any minds. I shall try, however, to say what’s happened & what hasn’t. #NationalInterest.

2. First of all, it was Gen Z defiance in the face of much physical risk, evident in their resolve to return to Jantar Mantar even after the beatings on 20 July. Second, a nearly reckless loss of fear of what this might mean for their careers. This was the angriest student protest in Delhi after the anti-Mandal agitation.

3. These young people broke the self-imposed silence among the elites not to speak a word critical of the Modi govt. And it isn’t going to stop. They also showed there’s a large demographic unimpressed with slogans of Viksit Bharat or Amrit Kaal. By 2047, the oldest Gen Z-er today will be 50. And the youngest 35. Their lives would’ve passed them by. Who has patience to wait that long?

4. Which brings us to what this protest wasn’t. First, no revolution has broken out & you can give Faiz Ahmad Faiz’s invocation a break. Northern India is choked with millions of kanwariyas. Many will have loud ‘DJs’, eat ‘bhandaras’ set up by the faithful, have UP govt helicopters spray flowers over them. Most of them are also Gen Z. The short point is there’s also a lot of loyal young with the BJP.

5. Competitive politics up to 2029 now will be about filling the breach the Gen Z has caused, or widening it. The BJP acknowledges its problem. That’s why the PM is now speaking on Instagram. But can he rejuvenate his govt? In the Cabinet, the same cast has played musical chairs. Of the ministries that directly affect the young, Education has its 5th minister, Skill Development has seen 4.

6. What the Gen Z protest has done is to open the door for Modi’s opposition. They’ve exposed more than a chink in the armour. It’s a widening gap between govt’s perception of its popularity among its most loyal base & the growing fatigue among a significant enough number of them. The Congress has got 3 years to work on this opening. Just what the BJP has got to reboot & rebuild.

Moved a Privilege Motion against MoS Jitendra Singh for blatantly lying on the floor of Parliament and claiming that ‘no firing took place’ in response to the peaceful protests of our students.

LOP Sh. @RahulGandhi ji met a pellet gun victim in front of the media, there are countless media reports documenting victims of such firing, and hospital records have also emerged of victims suffering from injuries from such firings.

The Government cannot get away with such obvious falsehoods in Parliament. There should be action against the Minister.

He dedicated 15 years of his life to the Indian Navy. My father was present at the main protest site. He was on the front line near the barricades, where there was a large crowd. Whenever my father came home at night, he used to say that the protest no longer seemed like a student protest. Many antisocial elements had become involved in it. The very next day, on the 25th, my father was pulled by a rowdy mob and was almost lynched near the stage at Jantar Mantar. This happened on the 25th at around 2:00 PM. He remained unconscious at RML Hospital for about four hours. Around 10:00 PM, his colleagues brought him home, and his uniform was completely stained with blood. It was extremely painful for us to see him in that condition...When I opened social media, I saw that my father was being called a criminal. The very next day, I came to know that the people who had attacked my father were approaching the Supreme Court to wash away their crimes and were filing complaints against him and all the police personnel. I felt very hurt and decided that I should also seek justice for my father. I received support from other police families, and we went to the Supreme Court. We requested an advocate to present our case before the Hon’ble Supreme Court. The advocate assured us that we, too, have equal rights as citizens of this country and that we would also get justice"
