The Indian democratic system has to be fundamentally redesigned if Parliament and other legislative institutions have to perform their constitutionally mandated functions.
If Parliament and other legislative institutions continue to remain gladiatorial arenas to seize executive power they will keep plumbing to the unfathomable depths of a moral political, constitutional ( MCP) nadir - a process that commenced in the early 1990’s and hasn’t stopped ever since .
The first Lok Sabha ( 1952-57) met for 135 days and last one 17 th Lok Sabha met only for 55 days out of which 30 -35 odd days must have disrupted. The 13 th Lok Sabha, 14 th , 15 th and 16 th Lok Sabha fared no better.
The 18 th Lok Sabha may end up beating the record of the previous one in terms of legislative paralysis.
That is why there is need to have a fundamental relook at India’s democratic and Constitutional structure as we are not a democracy anymore today since the representative institutions of the will of the people are all but redundant.
Instead we are a two horse system- an arbitrary executive and a judiciary that appoints its own judges notwithstanding the Memorandum of Procedure.
This is ‘ the ‘ paragraph in the American Declaration of Independence on July 4th 1776.
It is the grund norm of any democracy:
“ …….We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.–
That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, –
That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government ……..”

It is unfortunate that @BJP4Chandigarh wants to deny 20,000 litres of free drinking water to the people of Chandigarh.
Consider the following Chronology :
1. On 11 th March 2023 at 333 rd meeting of @MCChandigarh the General House of @MCChandigarh unanimously passed a resolution to provide 20,000 litres of free drinking water to the people of Chandigarh. This was before the Lok Sabha elections on 1st of June 2024.
2. On 4 th June 2024 @BJP4Chandigarh lost the Lok Sabha elections to @IndiaAllliance .
3. On 13 th June 2024 nine days after the @BJP4Chandigarh candidate lost the Lok Sabha elections then Administrator Sh. Banwari Lal Purohit @JAGDEVS94074014 rescinded the resolution of @MCChandigarh providing free water to the people of Chandigarh. (64 days after it was passed ) excersizing power under Section 423 of the Punjab Municipal Corporation Act -1976.
4. 9 th July 2024 in the 336 th meeting of @MCChandigarh I pointed out that the resolution of the General House can not be rescinded without show causing the @MCChandigarh as provided for in Section 423 of the Punjab Municipal Corporation Act 1976. The General House of @MCChandigarh unanimously rejected the action of @chandigarh_admn rescinding the resolution dated 11 th March 2024 and reiterated the earlier resolution.
5. Regrettably on 20 th February 2025 after the election of a @BJP4Chandigarh
Mayor the @chandigarh_admn again rejected the reiterated resolution of 9 th July 2024 erroneously invoking an emergent power under Section 423 of the Punjab Municipal Corporation Act 1976 when there clearly was no urgency or emergency as the original resolution was rescinded by @chandigarh_admn after 64 days .
6. To the best of my knowledge the @BJP4Chandigarh Mayor never brought this rejection letter dated 25 th February 2025 to the attention of the General House of @MCChandigarh .
Interestingly the @chandigarh_admn letter alleges that the decision to provide free water is against the bye-laws, but does not name a single bye-law that has been violated.
Is this how the Law Department of @chandigarh_admn should function ? By giving vague, and ambiguous legal opinions that fail the basic test of law?
7. It does not require rocket science to figure out who is against the poor people of Chandigarh getting free water as @chandigarh_admn also reports to a NDA/BJP Government in Delhi .
8. I urge the General House of @MCChandigarh to rise above partisan politics as this concerns the sanctity of an elected and representative house that represents the collective aspirations of the people of Chandigarh.

Why aren’t the Chandigarh and Amritsar Airports not being designated as Points of Call ( POC) and put on the bilateral offer list so that in addition to Indian Carriers even foreign carriers are also able to fly from both these destinations respectively ?
I had personally met you and requested you to do so and even written to you about the same. I had also as MP from Sri Anandpur Sahib also pursued it with your predecessor Ministers between 2019 -2024 ?
Why is that not happening? What is stopping it ?
