How is it possible that a dealer can give a cycle cheaper than manufacturer of cycle ?

It’s only possible in Delhi Govt. Because Vendor promised a superior model but is providing an inferior model of Rs 4000/- per cycle and Govt is paying the price if superior model of around 7000/- per cycle.

Commission of almost 75% on cost price of 1,30,000 bicycles.

Cycle Scam in the Purchase of 1,30,000 Bicycles for Girls

Govt workorder shows that superior “Hero Skyler” bicycle was to be supplied at rate it Rs 6957 per cycle.

Hero Skyler originally consist of 7 speed gear, disk break & suspension.

But a far inferior model of “Hero Bonfire” bicycle costing around ₹4,000 per cycle was distributed to girl students disguised as Hero Skyler.

And there are no 7 speed gear, no disk break, no suspension.

This means almost 36 crore worth commision was looted.
