Civilian physicians should not have to improvise a Havana Syndrome diagnosis.

A civilian walks in. The doctor has never heard of it, doesn't understand it. There is no CDC case definition and nothing “official” to test for. So they patch a label together, or they wash their hands and send the patient to psychiatry.

That is harm. The injury goes unrecognized and untreated. Federal employees already have a case definition. Civilians still do not.

This is the reason we filed BER v. CDC.
