The truth is, college football has always been WAY off in terms of total teams and how many playoff spots there are. Here are the % of teams that make the playoffs from the largest D1 sports:

FBS - 8.9%
W Soccer - 19.1%
W Volleyball - 19.3%
M Basketball - 19.3%
W Basketball - 19.5%
Baseball - 21.4%
Softball - 21.8%
M Soccer - 23.5%

To be equal to the other big sports, that would be roughly 26-28 teams making the playoffs, which is more in line with FCS that lets in 24 of 129.

The biggest difference is - football is such a demanding sport across the board and you can only play so many games. Just compare schedules across sports at all levels.

If the only thing that mattered was getting the right playoff/championship format with 134 teams, the ideal way of doing it would be to ditch all of the FCS games, make everyone play more even schedules (same # of conference games and non-conference requirements for all) and probably drop the regular season to 11 games. By losing a week off the regular season, you can add a week of playoffs easy and bring it in the 20's. Probably ditch the conference title games too.

But we all know money is king - conference title games are there only for money, FCS games are there only for money...even bowl games are only there for money. The system will never be "right", we can just try to make it "better". But even "better" is different to everyone.

FBS football is so fundamentally screwed up, but that's also part of the charm. On top of that, NIL both ruined and fixed various problems within the sport.
