Watch new footage captured on a ring security camera showing the moment when a strong magnitude 4.8 earthquake struck northern parts of New Jersey. The footage was taken 15 miles from the epicenter where it occurred. Millions of people reported feeling the shaking from Washington DC to Boston, with medium to heavy shaking felt in New Jersey, parts of Philadelphia, Pennsylvania, and New York City extending into Long Island. The earthquake prompted the FAA to issue ground stops at New Jersey and New York airports for a short time. No injuries have been reported.

NEW: Police reportedly called after small boy is seen in nothing but a diaper and uncontrollably shivering as his mother refuses to give him warm clothes.

Luckily, one apparent shopper felt so bad that they grabbed a pair of clothes to put on him.

It's sad that a random shopper cares more about this young boy than his own mother.

"He came in here without that jacket on," said one person in the video.

According to the woman who filmed the video, the police were called after shoppers observed the boy shivering.

"Yes, we did call the police. I mean, why wouldn't we? Why wouldn't we?" Tik Tok user Fee Nicole said.

"When you see a child that's being neglected, don't have on any clothes, just a diaper, no shoes, no socks, no shirt, no nothing. So why wouldn't we call the police?"
