@dvarets@afneil That is partially true. For water companies, they cannot force an existing private company to sell all the shares to the government without new legislation. Therefore under current law they cannot nationalize.
@IsaacWalton75@afneil He does. And that is the whole point. Anything that is written into law by any government through legislation can be changed by any future government, but only through new legislation. Water nationalization is not currently possible without new legislation.
@afneil Without new legislation being passed by parliament the government cannot permanently nationalize a private water company. I appreciate you don't want to call that a 'ban' but they cannot proceed with nationalization as things currently stand.
@afneil 1991 Act specifically says water co has to be a limited company. Section 219 defines a limited company as a company under the Companies Act that is limited by shares. Plus, law limits the state; a water co can't be wound up voluntarily or put into ordinary administration (sec 26)

@martinvars You are mixing frequency with intensity. Heat wins on intensity. e.g in Barcelona death rose 50% on coldest day but spiked 240% on hottest. Per day of exposure, extreme heat is substantially more lethal. But the balance is shifting.
