Minnesotans deserve accountability. Under the Walz administration, Minnesota experienced some of the largest public fraud scandals in the nation's history, exposing serious failures in oversight of taxpayer-funded programs.

The most prominent example is the Feeding Our Future scandal. Federal prosecutors allege that more than $250 million intended to feed children during the COVID-19 pandemic was fraudulently diverted. The Minnesota Office of the Legislative Auditor concluded that the Minnesota Department of Education's inadequate oversight created opportunities for fraud despite repeated warning signs. Nearly 80 defendants have been charged, dozens have pleaded guilty or been convicted, and prosecutions remain ongoing.

Concerns have extended beyond Feeding Our Future. State and federal investigators have also examined Minnesota's Medicaid-funded autism services program after explosive growth in both providers and spending. The number of autism service providers increased from 41 in 2018 to 328 within five years, while annual payments grew from approximately $6 million to nearly $192 million. Several individuals charged in the Feeding Our Future case also had ties to autism service providers, and investigators have scrutinized portions of the program for potential fraud.

Housing Stabilization Services has raised similar concerns. Created in 2020 to help people with disabilities and behavioral health needs obtain and maintain housing, the program was initially projected to cost about $2.6 million annually. By 2024, however, annual claims had exceeded $100 million, and federal investigators described the program as "extremely vulnerable to fraud" while investigating alleged schemes involving millions of dollars in fraudulent Medicaid billings.

Child care programs have also drawn federal attention. Authorities announced investigations into 62 Minnesota child care centers over suspected fraud involving federally funded child nutrition programs, raising additional concerns about oversight across multiple state-administered programs.

The concerns have expanded beyond individual programs. The Minnesota Department of Human Services has identified 14 Medicaid service categories as high risk for fraud, waste, or abuse—including autism services, Housing Stabilization Services, adult day services, nonemergency medical transportation, and community support programs. Since 2018, these 14 service categories have accounted for billions of dollars in Medicaid spending, prompting enhanced audits, provider revalidation, payment reviews, and third-party oversight to strengthen program integrity.

Whether these failures resulted from inadequate management, weak oversight, or delayed responses to warning signs, the consequences have been significant. Funds intended to feed children, support families, provide housing assistance, and deliver services to vulnerable Minnesotans were instead allegedly diverted through fraudulent schemes. Taxpayers have lost hundreds of millions of dollars, legitimate providers have faced increased scrutiny, and public confidence in state government has been undermined.

Minnesota can and should do better. Strong oversight, timely investigations, and meaningful accountability are essential to ensure public dollars reach the people they are intended to serve—not those who seek to exploit the system.
