According to the book, Gandalf and the Witch-king meet at the gate of Minas Tirith and exchange a brief challenge, but they never actually fight. In particular, the scene where the Witch-king breaks Gandalf’s staff is entirely a film invention. The Witch-king neither possesses that kind of power nor the authority to do such a thing in Tolkien’s writings.
However, it is worth remembering that during the Siege of Gondor, the Witch-king had been specially empowered by Sauron. This is likely one of the main reasons he was bold enough to challenge Gandalf in the first place.
