@chrispronger Interesting point. I was thinking this idea was more similar to icing rules but I see it from your point of view. It’d take time from designated penalty killers.

@chrispronger Yeah they’d be delayed. Let’s say this rule applies only if penalty is called, attacking team holds the puck AND goalie is on the bench. Once puck is touched for the whistle, 4 players on the ice need to kill penalty 1st, pen killers jump on the ice on first change opportunity.
